No. Notaries use NotaryBoard free, forever. Connecting a calendar, setting coverage areas, and accepting signings all cost them nothing, and only the agency is billed. That is deliberate: a tool notaries have to pay for is a tool an agency cannot get its notaries onto.
Only at the entry tier. Starter connects up to 10 notaries; Pro and Agency are unlimited. You are never charged per notary — adding notaries to your roster does not raise the bill within a plan, and the notaries themselves never pay. What the tiers are really sized around is seats, meaning the people at your agency who log in: 2 on Starter, 5 on Pro, 10+ on Agency.

Yes. Plans can be switched at any time, and you can cancel from the billing page whenever you like. Access continues to the end of the billing period you have already paid for, and you are not charged again after that. There is no annual contract.
Four things on any quote. Whether notaries are charged — they should not be, because it kills adoption. Whether there is a per-signing fee on top of the subscription. How many seats are included, versus how many people at your agency actually need to log in. And whether the price scales with the size of your notary roster. It is also fair to ask whether pricing is published at all: for a small-team tool, a quote-on-request price usually means it is negotiated per customer.
